No serious injuries or leaks: Pollution and safety are under control.

Overturned Semi-Trailer on the A61 Highway near Carcassonne, Heading to Toulouse

On the night of November 10 to 11, 2021, a semi-trailer overturned on the A61 highway, near Carcassonne, heading towards Toulouse.

The driver was slightly injured. The vehicle was transporting solvents, but fortunately, no leak occurred.

The highway was closed for 8 hours. The response teams were fully mobilized throughout the night to secure the area and carry out the unloading, evacuation of the truck's cargo, then the lifting of the truck and its removal.

The vehicle displayed blank orange panels, indicating the presence of packages of dangerous goods, beyond the thresholds allowing for potential exemptions (Limited Quantity, Excepted Quantity, partial exemption of 1.1.3.6).

Approved Packages

Packages beyond limited or excepted quantities must then be approved. To obtain this approval, packages must have passed drop tests for a given weight. This height varies depending on the danger level of the goods (Packing Group).

Packages must be engraved.

Using non-compliant packages is subject to a category 5 fine, i.e., 1500 euros per package.

Lashing: Responsibilities of the Carrier and Shipper

Lashing and securing must meet the transport constraints under normal conditions. Evasion maneuvers are normal conditions.

Lashing and securing must hold the merchandise until the truck's tipping point. A leak of goods cannot be attributed to the lashing if the truck has overturned, as in this accident involving dangerous goods on the A61.

As a reminder, the carrier is responsible for lashing for loads under 3T. Beyond that, it's the shipper's responsibility.
